Personal Assistance Services (PAS) Consumers Information

Access II offers consumer controlled Personal Assistance Services (PAS).  If you are a person with a physical disability, who requires assistance with daily tasks in order to live in your home, you may qualify for these services.  Consumer control means you choose.  You are the employer.  You recruit, hire, train, and manage your own attendant.  You set your attendants' schedules and direct them to do the tasks that meet your needs.

Priorities For Personal Assistance Services (PAS) Program

1.    Person wanting out of nursing home

2.    Person in danger of entering a nursing home

3.    Person receiving help from family

4.    Person wants employment, but requires   

       assistance

How The PAS Consumer Services Program Works

A.  Each consumer starts with a request for

     Personal Assistant Services hours: PAS/ILS       

    (Independent Living Specialist) gathers personal

     care, financial, and medical information.

 

B.  It is determine what PAS or other services are 

     appropriate: a staff meeting is called to determine

     and proceed with a course of action.

 

C.  Each consumer starts on the waiting list.

 

D.  PAS/Independent Living Specialist will work with

     consumer to determine personal care, use

     Evaluation form as measurement for need,

     services, and training.

 

E.  When opening is available: a staff meeting is

     called to evaluate highest priority of need,

     PAS/ILS opens case file.

 

F.  Contact Vocational Rehabilitation (VR) and a  

     Registered Nurse (RN) for evaluation dates.

 

G.  Receive final VR approval: consumer begins

     search for attendant(s).

 

H.  Contact Consumer and Electronic DP to begin

     paperwork PAS/ILS has Consumer sign the 

     following:

1.    Payroll service agreements

2.    Forms 8821

3.    MO Dept. of Rev. Power Of Attorney

4.    Forms SS4

5.    MO tax registration

6.    Department of Labor and Industrial Relations

Consumer mails in time sheets with any new attendants information with photocopy of Drivers License and Social Security card (one time only).

 

 

What Consumers Should Know About Personal Assistance Services (PAS)

1.  42 hours per week to live independently,

     EXCEPT CHILD AND PET CARE.

 

2.  Use as many attendants over 18 years old as     

     necessary, EXCEPT A SPOUSE.

 

3.  $7.50 per hour for attendants and paid every two 

     weeks. Taxes are taken out before paycheck, no

     benefits, and no insurance.

 

4.  Consumer becomes an employer with an

     Employer ID number.

 

5.  PAS/Independent Living Specialist (ILS) will

     provide consumer training on any of the following

     scheduling, interviews, hiring, training (checklists 

     and tasks), employee correction and employee

     dismissal.

 

6.  PAS/ILS will provide attendant training, upon

     request, on any of the following: personal care on

     hygiene, disability awareness, back-up care, 

     emergencies

 

7.  Consumer receives a PAS reference-training   

     manual.

 

8.  Consumer schedules, interviews, hires, trains -

     (checklists and tasks), gives correction, and if

     necessary, dismisses employees

 

 

What Are Other Options

 

1.  Department of Health & Sr. Services - up to

     $2430 to pay for attendant care, spend down   

     okay.

 

2.  VR pay for attendant care/note taker for college

     students.

3.  Medicare for home bound individuals.

4.  VA pays up to $250 a month for qualified

     Veterans.
